2 Mobile Emergency Logistics  Coordinators (m/f/x) 

CONTEXT

The Emergency Unit (E-Unit) is part of the Operations Department of MSF OCB (Operational Center Brussels). Its primary function is to intervene with medical activities directly and rapidly in crises like conflicts, epidemics and natural catastrophes while guaranteeing the quality of interventions. As such, the E-Unit is in charge- anywhere, anytime – of monitoring and identifying crises that may arise.

The E-Unit includes 4 Emergency Coordinators (EmCo) based in Brussels. EmCos oversee implementation and monitoring of the response to emergencies. Each Coordinator may be required to manage 1 or 2 emergencies simultaneously, depending on the volume and complexity of the operations. The EmCos are seconded by a team of specialists in supply, logistics, administration, HR, and finance.

The E-Unit also includes a mobile team of emergency responders who coordinate projects. For specific and critical emergencies, an ad hoc task force may be created within the E-Unit to supplement the permanent capacity. The Emergency Mobile Logistics Coordinators are part of these emergency responders.

As the Emergency Mobile Logistics Coordinator (Log EmCo), you will oversee the definition, deployment and review of the intervention strategy of all components of the E-Unit Log activity. Under the supervision of the E-Unit general coordinator, you will have decision-making power on how the Logistics components of the E-Unit’s operations are conducted.

We are currently looking for two Mobile Emergency Logistics Coordinators.

The E-Unit Log & Supply team are to guarantee:

In HQ:

  • Continuity of presence by acting as interface between the E-Unit and the Log entities

In the projects:

  • Coordination of Log services - implementation & follow-up 
  • Identification & follow-up of training & mentoring needs

Team structure:

The Emergency Mobile Log Coordinators are primarily destined to occupy field based LogCo positions for the E-Unit, based on the specific needs of the emergencies. Whenever on duty they must be prepared to travel on very short notice to setup / manage the Logistics needs of a project. 

MAIN RESPONSABILITIES

When not deployed in our projects, you can also be assigned by your supervisor to work on emergency preparedness dossiers such as E-Stocks update, Product developments and management for emergencies. 

To operate effectively as a field based LogCo, you must be capable of overseeing four specific domains:

  • Identify and asses the needs: 
    • Understand medical needs, constraints & priorities
    • Analyze non-medical needs (e.g. shelter, Non-Food Items, energy, etc.), based on medical intentions & timing.
    • Anticipate feasibility of operations considering possible constraints & bottlenecks
  • Elaborate a strategy to respond to the needs: 
    • Give clear input during the elaboration of strategies and feasibility options. Propose solutions considering the context, medical intentions, timing
    • Feed priority settings
    • Carry-out and/or contribute to context & risk analysis / mitigation
  • Define necessary means and resources to answer to identified needs: 
    • Define the necessary Logs & WatSan resources for the operations, considering context, finances & Supply capacity
  • Deploy the means to run the operations: 
    • Provide the necessary work environment to enable the MSF action to happen considering safety and security of teams and beneficiaries 
    • Provide coherent solutions ensuring continuity of MSF activities

REQUIREMENTS

Education and experience

  • A minimum of 2 years of MSF experience as LogCo.
  • Strong capacity in WatSan techniques deployment is a strong asset
  • Proven experience in leading teams
  • Well trained in risk mitigation

Competencies

  • Appetite for human relations and mentoring
  • Good writing and communication skills
  • team management 

Languages

  • French and English mandatory
  • Knowledge of other languages is an asset (Arabic, Spanish, Portuguese)

Other

  • Availability to travel to any country on short notice

CONDITIONS

  • Expected starting date: As soon as possible
  • Contract type: 12-months fixed term contract – Mobile Emergency Pool (Mobility 70% +)
  • No family position 
  • Salary as per MSF Field salary grid 
  • Medical Insurance 100% covered as per international package 
  • 45 paid leaves 
  • Accomplishment bonus = 1.5 month salary upon completion of 12-months contract
  • Prioritization for trainings in MSF (external trainings also considered)
