Clinical Mentoring Mobile Implementation Officer (m/f/x) – MSF Academy for Healthcare - MSF BELGIUM

CONTEXT 

The MSF Academy for Healthcare is an intersectional initiative that has been created to strengthen the competencies of medical and paramedical staff, with the aim to increase the quality of healthcare and improving patients outcomes across our projects. The Academy has a growing portfolio of projects addressing specific learning objectives for different categories of healthcare professions in MSF including nurses and midwives. All these projects are chosen in line with overall MSF operational and medical priorities. 

Nurses and midwifes in MSF represent around half of the health care workforce, they have an essential role in providing person-centered care and nursing care is a key transversal component of care. Within hospitals, MSF has a wide range and volume of activities often with increasing technical and organizational complexity. MSF wants to ensure adequate, sustained, effective, and quality of care. 

A significant focus lies on locally hired staff, particularly in countries with critical human resources for health (HRH) shortages but also other specialized profiles. The MSF Academy key focus areas comprise:  

  • Strengthening frontline care: implementing programs, such as the Nursing, Midwifery or Outpatient Care initiative, which enhances technical but also clinical decision-making skills, and patient management through tailored curricula and intensive clinical mentorship. Academy project teams are currently present in Central Africa Republic, South Sudan, Mali, Sierra Leone, Nigeria, Yemen, Burkina Faso, Tanzania and soon in Democratic Republic of Congo. We hope to install a much stronger culture of learning within MSF operations. Beyond MSF projects, the Academy also connects to health authorities for joint recognition of its learning programmes at minima, and punctual support to governmental programmes
  • Developing Specialized Expertise: offering specialized training programs, including Post-Graduate Diplomas in collaborations with renowned universities provide advanced education in Infectious Diseases (Stellenbosch University – South Africa) or in Medical Humanitarian Leadership (Wits University – South Africa) ; as well as two online courses in Antimicrobial Stewardship and in Infection Prevention and Control (IPC) Supervision and Management (AMR Learning Initiative in collaboration with British Society for Antimicrobial Chemotherapy) 
  • Building a Learning Culture: fostering a culture of continuous learning within MSF operations, including: 
    • Competency-Based Learning: Emphasizing practical skills and on-the-job training with strong mentorship. 
    • Accreditation and Recognition: Seeking formal accreditation for training programs either through recognition by national health & education authorities, either through partnership with internationally recognized universities or institution.

As Clinical Mentoring Mobile Implementation Officer, you will work in close collaboration with the MSF Academy midwifery and nursing sciences referents, the pedagogical team, as well as the project managers and project teams in the countries of assignments. You will specifically help the project teams with the implementation of bedside clinical mentoring activities and/or building the capacity of existing staff’s knowledge in the management of patients. 

MAIN RESPONSIBILITIES 

  • Short-term assignments in the projects of interventions (4-6 weeks) 
    • Ensure quality program-based implementation supporting the implementation of MSF Academy midwifery and nursing training programs by capacitating project mentors and healthcare trainers in 

      - Delivering high-quality facilitation & bedside mentoring to healthcare providers 

      - Conducting baseline assessments, including competency gap analyses and quality of care assessments

      - Optimizing the planning and organization of mentoring and teaching activities, including workforce planning, induction, and onboarding of new mentoring staff 

      - Train academy teams in proper use of MSF Academy learning materials and equipment 

      - Support teams in maintaining accurate inventories and timely orders 

      - Ensure access and utilization of standard resources from the MSF Academy SharePoint by all project teams  

    • Academy team Competency Development 

      - Support the development of personal development plans for clinical mentors and healthcare trainers, promoting use of the mentoring toolkit 

      - Provide training to clinical mentors and healthcare trainers on chart audits, case-based reviews, and other relevant skills 

    • Data Management and Reporting 

      - Support teams in using AcaData for monitoring, evaluation, accountability, and learning of MSF Academy activities

      - Prepare comprehensive project implementation visit reports with clear objectives, priorities, and identified resources; and including valuable insights on implementation strategies, clinical skills, HR needs, accreditation, and other relevant areas 

    • Collaboration, Flexibility and Adaptability 

      - Maintain effective communication and collaboration with project teams, including Nursing Activity Managers, Midwife Activity Managers, Team Supervisors, Project Medical Referents, Logistics, and other relevant stakeholders 

      - Remain flexible to identify and support other midwifery or nursing needs within the project 

Global Support and Collaboration: 

  • Participate in weekly or biweekly meetings with relevant Pedagogical Managers to follow up on activities, provide support, and identify creative solutions to enhance clinical mentorship
  • Foster a Community of Practice: Support a community of practice for peer support among clinical mentors and healthcare trainers, including facilitating mentors' action learning meetings 
  • Contribute to Training and Development: Co-facilitate online and face-to-face Training in Clinical Facilitation (TOFs) and Training in Clinical Mentoring (TOMs) as needed 
  • Contribute to Curriculum Development: Participate in the development and revision of curriculum and training materials as required 

REQUIREMENTS 

Education & Experience 

  • Medical or paramedical background (nurse, midwife or medical doctor) 
  • Clinical experience with Sexual Reproductive Health (SRH) mandatory 
  • Minimum 3 years of clinical experience in a hospital setting 
  • At least 2 years of MSF experience in our projects, ideally in supervision roles 
  • Experience in hands-on clinical mentorship / preceptorship is an asset 
  • Experience working in an African context is an asset 
  • Experience with the MSF Academy or in a medical doctor/nursing/midwifery position where Academy was active is an asset

Languages 

  • Fluency in French and English spoken is a must, with very good writing skills in one of the two languages 

CONDITIONS 

  • Expected starting date: As soon as possible 
  • Location: Brussels* (Belgium) or homebased could be discussed 
  • * for Brussels as location: due to legal administrative constraints, given the duration of the contract, candidates must already be resident in Belgium or have a residence right as a worker in Belgium or in the European Union allowing to move and work in the EU 
  • Mobility up to 70% in project locations 
  • Contract type: Fixed-term contract – Full time 
  • Contract duration: 6 months, with a possibility of extension 
  • Salary according to MSF OCB international grid 
  • Medical Insurance 100% covered as per international package - 45 paid leaves per year 
  • The contractual conditions will be established based on the station, on administrative / legal constraints and in respect of MSF function grids and salary policies
