Risk Management Learning Officer (m/f)


The learning & development unit (LDU) aims to narrow the gap between MSF staff expected competencies and real competencies for their present and future positions by offering learning resources in a timely manner, whilst also adapting these resources to evolving operational needs.

Learning Officers work within MSF-OCB’s different departments as key actors of the management of the learning program linked to existing career paths (field + HQ))

They work under the direct hierarchical responsibility of the Learning & Development Unit coordinator, and report also, in matrix management, to the coordinator/director of their department, who provides support and technical supervision.

They contribute directly to the Learning & Development Unit dynamic and functioning, benefiting from administrative support from Learning Administration and pedagogical expertise support from Pedagogical experts.

Following the OCB risk management strategy promoting staff capacity building through regular and specialized trainings, the Risk Management Unit has now increased its offer which requires a full time pedagogical support and expertise.

With a yearly target of more than 750 people to be trained at HQ level and more than 1000 at field level, the preparedness, pedagogical research and organization required cannot be carried anymore by the regular Risk Management Unit team and will need a dedicated support from the Learning Unit through the position of RM Learning Officer.  



  • Design & follow up department learning program on a yearly basis (// LU policies and pedagogic methods with a diversification of learning methods & resources)
  • Implement evaluation tools before (needs analysis) and after (impact analysis) for the courses + organize / write evaluation reports
  • In collaboration with Learning & development Unit, develop the pedagogic tools & guidelines
  • Facilitate the sharing of good practices and information amongst the course organizers
  • Regularly collect department learning needs (field + HQ) and link with/up to date pedagogic objectives
  • Permanently develop its own pedagogic expertise notably through the Learning Unit supporting activities, external workshops, etc.
  • Supervise the RM Unit courses organizers preparation and evaluation
  • Contribute to the development of training modules content and gives its expertise in term of pedagogic methodologies
  • Develop & share learning resources on the LDU learning and development platform

Act as a course organizer as needed

  • Consolidate pedagogic objectives related to the field needs (in collaboration with the learning experts)
  • Identify & supervise course trainers, experts and facilitators (TOT), ensure pedagogic coherence between objectives and learning methods
  • Attend or organize selection committees
  • Collect and ensure the distribution of learning materials to participants
  • Attend key session moments and support the learning methods
  • Act as a trainer ad hoc as required
  • Provide evaluation forms to participants and trainers
  • Organize training documents course and training material distribution
  • Support group dynamics
  • In collaboration with Learning Administration, complete / finalize administrative tasks
  • Analyze the evaluation forms and report the analysis to LU


  • Act as an ambassador  of the learning & development unit vision and strategy within the Operations department
  • Act as a Risk Management Unit learning focal  point notably collect and provide training information to department staff & support the department in training related issues
  • Reporting to  line and functional managers on task progress & submit annual B&O's
  • Prepare and attend yearly evaluation interview with its line manager
  • Take part in LDU team meetings
  • Regularly meet/liaise with peers to share views and practices
  • Ensure a proper hand-over to new Learning Officer when replacement is planned


  • Assists the LU in filling contractual agreements with external actors (such as training operators, others OC's, other institutions, etc.) following LU standards
  • Oversee other OC's learning outcomes & adequately reinforce collaboration with OC's counterparts notably by attending international meetings when planned
  • When required, establish quality evaluation and accreditation of external training operators


  • Experience in designing, organizing and providing training min. 2 years
  • coordination in volatile environment min. 3 years
  • MSF experience min. 3 years
  • Experience as risk adviser for NGO min. 2 years is an asset
  • Fluent written and oral French and English
  • capacity to work autonomously but strong team spirit

  • Open ended HQ contract – full time  - Based in Brussels (Ixelles) 
  • Hospital Insurance (DKV) - Pension plan – Canteen - 100% reimbursement for public transportation costs
